Sergiy Belyakov
I work with data where a number has to end in a decision, not another report.
In the public sector I lead analytics work and deal with BI, data architecture, data quality and governance. I also work with international programmes in social policy and rehabilitation.
The problems I find most useful are the messy ones. Data sits across systems, teams disagree on one indicator and a decision still has to be made. I break that down into sources, rules, ownership and the technical path to a result people can defend.
Belyakov Consult is the independent consulting format I use for this work. It can be a focused advisory session, a defined analytical project or ongoing support to a team.
Services
Data StrategyA strategy session, an independent review or hands on advisory support. The output is a practical set of priorities and a roadmap people can use.Data ArchitectureAn architecture review, a target design or support through the transition. Technology choices follow the operating problem, not fashion.Data QualityA one off diagnostic or a recurring control process. Checks are tied to business rules and operational risk, not to a cosmetic quality score.Data GovernanceAn operating model, roles and rules without turning governance into paperwork. Start with critical data and real conflicts, not a hundred page policy.Business Intelligence (BI)A single report, a management dashboard set or a rebuild of an existing BI environment. The calculation logic stays traceable and repeatable.Geospatial AnalysisA focused study, maps or a geospatial dashboard. The result should help decide where a network or resource priority needs to change.
